Iowa IPL’s mission is to empower Iowans to take bold and just action on the climate crisis. Advocacy is one way we fulfill this mission, monitoring and weighing in on legislative bills each session. This year, we’re focusing on the Building Code Advisory Council as a crucial space for climate action in Iowa. Building codes play a vital role in ensuring new spaces are environmentally friendly, energy efficient, and sustainable. (Note: Iowa’s current energy efficiency building code is from 2012.)

What is the Building Code Advisory Council? The Building Code Advisory Council in Iowa oversees building construction to ensure safety and compliance with regulations like energy efficiency. Its expert members play a crucial role in maintaining construction project safety and efficiency throughout the state.

Right now, the council is under threat of being eliminated entirely and giving the authority to update the building codes to the legislature. We need to maintain the responsibilities of the council under the current statute. Not only would this compromise the integrity of the state building code, but could also impact the effectiveness and non-political nature of the current system that has been successfully functioning for over 50 years.

Why It Matters:

  • Code Development: The council assists in the development and revision of building codes and standards. This ensures that Iowa’s building codes remain up-to-date with the latest advancements in construction technology, materials, and safety practices.
  • Innovation: Through the advisory council, Iowa can incorporate innovative construction practices and materials that improve energy efficiency and sustainability. This can help reduce the environmental impact of buildings and lower long-term operational costs for property owners.
  • Disaster Resilience: Iowa is susceptible to various natural disasters, including tornadoes, floods, derechos, and drought. Building codes enforced with the council’s guidance can enhance the resilience of structures, reducing damage during such events caused and/or amplified from climate change.
  • Safety: They review and make recommendations regarding building codes and standards. Ensuring that buildings meet or exceed safety codes is essential to protect the lives and property of Iowa’s residents.
  • Public Input: The council often includes members of the public, such as homeowners and representatives from various industries such as sustainability or clean energy for a broader perspective on building codes.
  • Compliance & Consistency: By providing guidance and interpretation of building codes, the council helps builders, architects, and engineers understand and adhere to the regulations and maintains a consistency in those codes and regulations.

The Building Code Advisory Council in Iowa is pivotal for building safety, compliance, and innovation. Their dedication reflects a deep commitment to the state’s well-being and faith in these principles. Prioritizing building safety enhances resilience against future climate disasters, prioritizing our people and community.

As we continue to follow the state legislature’s action regarding the Building Code Advisory, watch for upcoming action alerts to let your state representatives know that this council is important to Iowans of faith and conscience for climate action. There’s a risk of abolishing the council altogether and transferring the authority to update building codes to the legislature. It’s crucial to preserve the council’s responsibilities as outlined in the current statute.
